What steps will reproduce the problem?
1. Set US regional settings (Control Panel/Regional settings/Format) in the Czech Windows Vista.
2. Open the attached text file in PSPad.

What is the expected output?
Úžasně žluťoučký kůň pěl ďábelské ódy.

What do you see instead?
Úžasnì žluouèký kùò pìl ïábelské ódy.
(wrong Czech chars)

What's your operating system?
Vista 32bit.
